Kenneth Feinberg, the administration’s executive pay czar, has a big problem–actually several of them. A very bright light is shining on his most immediate problem–what to do about the $100 million or so that is contractually due to Andrew Hall, the energy trader who made lots of profits for Citigroup and expects to be paid.
