Deborah K. Hoover, GPHR, is a consultant with Grahall, LLC. Deb has 20+ years’ experience as a senior HR executive in the not-for-profit sector, focusing primarily on those mission-driven organizations pursuing policy research/education and international development agendas. Most recently, she served as the Vice President of Administration & Chief Human Resources Officer for Urban Institute, a premier Washington, DC -based think tank. While at Urban, she also acted as a founding member of the Think Tank Diversity Consortium and served as its first president.
Prior to joining Urban in 1997, she was visiting professor for the Philadelphia College of Textiles & Science, an adjunct professor for Temple University and an HR director for a title insurance firm in NYC. She is a past-president for the Human Resources Leadership Forum and has held a number of board positions there and with the Washington Area Compensation and Benefits Association. She obtained her graduate degree (M.S./ABD) and undergraduate degrees in Human Resources Administration from Temple University and Ohio University respectively.
